First of all, this info seems off:

When Ramadan falls in the summer months, the theoretical fasting time can be as short as one hour—or even nonexistent—because the sun barely dips below the horizon before rising again. Conversely, if Ramadan occurs in the winter, fasting could extend for more than 20 hours!

I'd say the opposite, though not a Muslim. It's when it's dark that they are allowed to eat.

But here is the more serious solution:

Many Muslims in Murmansk follow the fasting hours of the nearest city with a normal day-night cycle, such as Moscow, or use the timings of Makkah and Madinah as a reference.

The problem is, the Quran did not foresee this.

And actually, the problem for Ramadan in summer is, there is not even one hour night in Murmansk:

23 July, there will be night in Murmansk. Or at least twilight, Sun below the horizon. 21 May, there was that too.

Over 30,000 Muslims including Azerbaijanis, Tatars, Bashkirs, Kazakhs and Uzbeks live in Murmansk.

So, all these Azerbaijanis, Tatars, Bashkirs, Kazakhs and Uzbeks are doing a thing I think many Black and Arab Muslims wouldn't do: fast in a way not foreseen by the Quran.

When Ramadan falls in summer, any Muslim living there would need to in order to survive. 21 May to 23 July is too long not to eat. It's 62 days, longer than Jesus fasted from food. Was that Qoran really written for people around the world? As Christians, we don't have this problem, fasting rules are set by the Church and can be bent to things like this by the Church.
